Higgins was born in 1929 in Newcastle upon Tyne, England. He was raised in Belfast, Northern Ireland, before moving to Leeds, where he attended Roundhay School. He then served two years in the British Army before attending London School of Economics for a Social Psychology degree. Following graduation, he taught Social Studies and lectured at Leeds Polytechnic.
His first novel, Sad Wind from the Sea, was published in 1959 under the pseudonym James Graham. He gained widespread success with his novel, The Eagle Has Landed, published in 1975. This was later adapted into a successful film. Higgins has written numerous bestsellers, often centered around war or crime, notably the Sean Dillon series. His works often combine elements of espionage, military history, and politics.
